If you live in older house you probably have outdated railings that dosen`t any more pass current safety codes. Like I have seen stairs are built 50 years ago and the balcony rail is around 30" tall from the floor and space between balusters are greater then 4" ,a lot of times there are metal railings made by "old smiths" and they have gaps as big as 12" .
